US throwing weight

“The authorities in Mexico say a US-owned hotel in Mexico City may have broken the law by expelling a group of Cuban officials.”
The quote by Sean McCormack (US State Dept. spokesman):
“Very basically, US law would apply to US corporations or subsidiaries of US corporations, no matter where they may be - whether it’s in Mexico City or in Europe or South America,”
Which law exactly is that Sean? That we (U.S. citizens) are prohibited from doing business with Cubans? In Mexico? Does that even seem plausible? Apparently, there was a rendevous between US businessmen opposed to the embargo of Cuba meeting with Cubans, and the Treasury Department’s ofice of “Foreign Assets Control” thinks they can stop them? Really what is the point when the meeting is going to take place at someone else’s hotel? I’m perplexed. Can anyone see what the motivation would be to appear so grandiose and reactionary with so little return?
